Formulating national policies on early childhood care and development and acting as the implementation machinery, co-ordinating and networking of early childhood development programmes in the governmental, non-governmental and private sectors, conducting researches, collecting data and compiling programmes related to early childhood development programmes, working out and implementing training programmes concerning  the total development of children in their early childhood, educating public on the importance of early childhood and creating sensitiveness are the main goals in this secretariat.
