“Diviyata Saviyak” Housing Program 2026
One of the primary policy pillars of the "Rich Country - Beautiful Life" national policy framework is to ensure a "Dignified Life - Secure Country" for every citizen.
In line with this policy commitment, the 2026 budget proposals have suggested providing a financial grant of LKR 2 million to purchase land and construct a house, build a house on owned land, or renovate an existing home for individuals who spent any phase of their childhood in childcare homes and have now integrated into society, as well as for families of vulnerable children.
To date, the Ministry has received applications from 1,747 beneficiaries under this program, with over half identified as landless. Inquiries have been made with relevant institutions regarding the feasibility of acquiring state land, and efforts are currently underway to identify suitable lands at the district level.
If there is land suitable for constructing individual homes or housing complexes in each district under the Land Commissioner's Department or other relevant ministries and institutions, they have been requested to identify and inform our Ministry.
Furthermore, since the beneficiaries in this group were residents of child development centers and integrated into society upon reaching 18 years of age, it has been recognized that the majority do not own land.
Under the “Diviyata Saviyak” Housing Program implemented by the Ministry of Women and Child Affairs, a ceremony was held on September 17, 2026, at the Presidential Secretariat, where the Honorable President awarded checks for the first installment of financial assistance to 112 selected beneficiaries in the Western Province—including individuals integrated into society after institutional care and vulnerable children—to help them construct homes.
Steps have already been taken to provide the necessary funds across all districts nationwide to help selected beneficiaries realize their dream of building their own homes.
Additionally, plans are underway to swiftly release the necessary housing funds for remaining applicants who already possess land ownership.
