Implementation of the National Multi-Sectoral Strategic Action Plan on Early Childhood Care and Development 2025–2029

Cabinet approval was granted at the Cabinet meeting held on 21st October 2025 for the Cabinet Memorandum presented by the Ministry of Women and Child Affairs on the “Implementation of the National Multi-Sectoral Strategic Action Plan on Early Childhood Care and Development 2025–2029.”

Early childhood development is a holistic concept that encompasses several interconnected areas such as child psychology, health and nutrition, child protection and safety, and the role of parents, families, and communities. Recognizing these interlinkages, it is essential that activities related to early childhood care and development are implemented through an integrated and coordinated approach involving all relevant ministries and institutions operating within these respective fields.

In response to this need, the National Multi-Sectoral Strategic Action Plan on Early Childhood Care and Development (2025–2029) has been formulated with the active participation of all key stakeholder institutions. This plan serves as a comprehensive framework to guide collaborative efforts toward improving the quality and effectiveness of early childhood care and development across the country.

Aligned with the national policy framework 

“A Thriving Nation – A Beautiful Life,” the initiative underscores the importance of investing in early childhood development as a vital component of human resource development, contributing to the enhancement of citizens’ overall quality of life.

Special attention has been given to children who are vulnerable or living under disadvantaged circumstances. The plan emphasizes ensuring equitable access to essential services such as health, nutrition, education, social welfare, protection, and safety; recognizing these as key components of a child’s holistic development.

Through the implementation of the National Multi-Sectoral Strategic Action Plan on Early Childhood Care and Development 2025–2029, these strategies and objectives can now be effectively translated into practice, marking a significant step forward in ensuring that every child in Sri Lanka receives the care, protection, and opportunities necessary for their full development and well-being.
